PTA draft targets travel eSIM fraud with new checks

Under the 2026 draft, travel firms would need eSIM PTA registration, and roaming users may have to share passport details before any Gazette notification.

The PTA has proposed that no travel SIM or eSIM aggregator may operate in Pakistan without prior registration.

The same draft would require identity checks for people roaming on foreign SIMs and eSIMs, with written comments due by 10 November 2026.

Registered providers would report activations and could issue travel SIMs and eSIMs only through licensed operators or foreign home operators.

Notified rules already order an immediate block on fraudulently issued SIMs and on the handsets tied to issuing them.

SIMs in a deceased person's name are blocked if ownership is not transferred within 60 days; a cancelled, confiscated or impounded identity card can trigger a block within five days.
