FBR faceless customs assessment system not tied to ports
The Federal Board of Revenue says shifting the Central Appraising Unit to Islamabad is the next phase of customs modernisation, while physical checks and port work stay in Karachi.
FBR says Faceless Customs Assessment is a digital function and does not depend on which port handles the cargo.
Only the assessment role is moving to Islamabad with the Central Appraising Unit; other collectorate work stays local.
Physical examination and port operations continue in Karachi, where traders can still take issues to their collectorates.
FBR cites average clearance falling from 40.2 hours to 20.57 hours, with 83% of consignments cleared within 48 hours.
Valuation still follows Section 25 of the Customs Act, 1969; FBR says digital assessment does not allow arbitrary value hikes.
