Four men on two motorcycles fired on the police team, which police said appeared to be an attempt to free him.
The officers were unhurt, police said, because they wore bulletproof jackets and took other precautions.
Sources said a separate fraud case in Mansehra names Noman, and a court has declared him a proclaimed offender.
Police are looking for the attackers and anyone who helped them.
