LHC: HEC cannot handle university employment matters
Justice Jawad Hassan held that HEC university employment matters at chartered universities lie beyond the commission’s powers and suspended a disputed HEC order.
The Lahore High Court held that the Higher Education Commission cannot deal with service matters of faculty or employees of chartered universities in Pakistan.
Justice Jawad Hassan suspended the contested HEC order after a private university challenged directions about its affairs.
The petitioner is a chartered university set up under the Times University Multan Act, 2020, with employment governed by the Employees Service Regulations, 2022.
The petition was admitted for regular hearing, with notices to respondents for Dec 10 and a report plus parawise comments due within four weeks.
A senior HEC officer familiar with the facts was ordered to appear on the next date and explain the commission’s position.
