NEPRA cites quota violations in CPPA-G open-merit hiring
At an Islamabad public hearing, NEPRA’s Sindh member said open-merit hiring at CPPA-G breaches the constitutional quota system and ordered a provincial employee breakdown.
NEPRA raised concern that CPPA-G hired on open merit in breach of Pakistan’s provincial quota system.
Sindh Member Ghulamullah Shaikh linked the practice to Article 38 of the Constitution and ordered an employee list.
CPPA-G argued that, as a company rather than civil servants, it could hire on open merit.
The same hearing reviewed CPPA-G’s bid for a 38% service-fee rise for FY2026-27, which industry said would flow into tariffs.
