PRIME pegs 30-unit map at Rs609bn to Rs730bn yearly
PRIME modelled a Punjab three-way split and a 30-unit stress test, tied costs to the seventh NFC revenue share, and urged stronger local councils if services are the goal.
PRIME says a lean-to-high yearly bill for one fresh provincial setup starts at about Rs22.4 billion in its low-cost case.
Splitting Punjab into Bahawalpur, South Punjab and a residual Punjab is estimated at Rs46.9bn–Rs56.2bn a year.
Treating all 30 divisions as provinces could push the ongoing yearly burden to Rs609.2bn–Rs730.3bn.
The 30-unit sketch is framed as a fiscal pressure test, not a preferred map.
The institute did not judge governance gains and favours stronger local government for service delivery.
