New York AI chatbot law forces age checks for under-18s
Governor Kathy Hochul signed rules that bar companion-style AI for under-18s, require age checks, and limit how bots may claim human traits or personal bonds.
Governor Kathy Hochul signed a New York law stopping minors from using AI chatbots that act as companions.
Operators such as OpenAI’s ChatGPT must verify ages and restrict certain AI behaviours for users under 18.
Under-18 chatbot use cannot present the AI as human, emotional, in a personal or authority role, or offering personal opinion.
Tech: NYC called the wording vague; Common Sense Media called it the strongest kids’ AI safety bill in the country.
OpenAI and Anthropic did not comment on the law when asked.
