Mining tax breaks planned for Nov 12-13 investor forum

Under the draft National Mineral Policy 2026, incentives would include long GST holidays, duty relief and a 1% export levy, if the Finance Division clears them before a mid-November forum.

The government is preparing a fiscal incentive package for copper and gold reserves estimated at $8 trillion under the proposed National Mineral Policy 2026.

The package, modelled with consultancy Wood Mackenzie, still needs Finance Division approval after the Petroleum Division asked for priority.

Officials plan to present the measures to foreign investors at the Pakistan Minerals Investment Forum on November 12 and 13.

Proposals include a 30-year GST exemption, import-duty relief on project equipment, and a 1% presumptive tax on export proceeds plus a 0.5% development surcharge.

Further ideas cover a 30-year super-tax holiday, dividend withholding relief, indefinite exploration-loss carry-forward and accelerated depreciation.
