SBCA audit report finds permit and finance lapses in Sindh

Pakistan’s top auditor reviewed Sindh’s building regulator for 2024-25 and cited slower plan clearances, missing sales clearances on towers, and withheld books.

The Auditor General of Pakistan examined the Sindh Building Control Authority for financial year 2024-25 and recorded wide gaps in money control and building rules.

Building-plan clearance through the Single Window Facility took more than four times as long as in 2019, the review found.

Auditors noted Rs37.4 million on legal consultants and Rs52.2 million on an IT firm, plus private lawyers engaged without Sindh Law Department consent.

SBCA did not hand over key financial and building-control files; investigators urged probes and action against those responsible.
