China lists TOPCon, HJT among restricted solar tech exports
Beijing’s commerce ministry wants national-security oversight of photovoltaic manufacturing know-how, with public comments open until 15 November and some advanced cell methods restricted rather than banned.
China’s commerce ministry has proposed adding 12 solar-manufacturing technologies to the national export-control list, citing security concerns.
Public consultation on the plan closes on 15 November; exporters must register certain overseas technology transfers until the catalogue is updated.
A full ban is proposed for some thin-wafer, perovskite and tandem-cell methods, plus large-scale fluidized-bed polysilicon production.
Advanced cell processes including TOPCon, HJT and XBC would face restrictions but not a complete export ban.
Officials say the aim is to stop uncontrolled dissemination of sensitive technology while keeping normal scientific cooperation possible.
