Ignite to run $50m World Bank Fund of Funds for startups

A proposed Pakistan venture capital fund would place public money into managed VC vehicles—not into firms one by one—with Ignite as implementer and board dates set for early 2027.

The World Bank has proposed a $50 million IBRD package to create a Pakistan Fund of Funds for venture capital.

Ignite would implement the Pakistan Entrepreneurship and Private Investment Catalyst Project under the IT and telecom ministry.

Public capital would go into professionally managed VC vehicles as an anchor to crowd in private investors, not into individual startups.

Per-person venture investment in Pakistan is put at under one-tenth of levels in Egypt, Indonesia and Vietnam.
