The World Bank has put forward a $50 million package to create a Pakistan venture capital fund structured as a fund of funds, hoping to pull in local and overseas private capital where risk equity for young firms remains scarce.
How the money would be used
Lending would arrive through the International Bank for Reconstruction and Development (IBRD), the Bank's core window for middle-income borrowers. An early project note states that this amount is intended to meet the full estimated cost, so planners have not flagged a separate shortfall.
The initiative sits under the title Pakistan Entrepreneurship and Private Investment Catalyst Project. Ignite—working with the Ministry of Information Technology and Telecommunication—would implement it. A review is listed for 20 January 2027, and approval consideration is listed for 24 March 2027.
Designers would not send finance straight to individual companies. Public capital would instead go into vehicles run by professional fund managers, serving as an anchor stake meant to encourage other investors to join. Experience from Jordan's Innovative Startups and SMEs Fund is among the international references cited.
Why the funding gap matters
Document figures put Pakistan's venture investment per person at under one-tenth of the amounts reported for Egypt, for Indonesia and for Vietnam. Patient equity and experienced fund management are still hard for many high-growth teams to reach.
The proposal lands while Islamabad stresses digital change, artificial intelligence and growth led by innovation. The same note mentions a pledge to put $1 billion into a nationwide AI build-out by 2030. A larger Pakistan venture capital fund pipeline, if private partners respond, is framed as one route toward expansion, higher productivity, fresh ideas and jobs.
Risks and safeguards the Bank flags
Work falls into two buckets: capitalising and investing the Pakistan Fund of Funds, and the management arrangements needed to set it up, operate it and oversee it. Building this Pakistan venture capital fund still faces thin institutional capacity inside the local industry and weak systems among many domestic managers for environmental and social risk.
Historical deal flow clustered around payments, online commerce, health apps, learning tools and logistics platforms. Those niches rarely leave a heavy industrial footprint, yet the paper still warns about consumer safeguards, personal-data protections, conditions for gig workers and uneven digital access. Women and men still do not enjoy equal paths into credit, online tools and founding companies, and harassment or abuse inside firms that receive fund money must also be confronted. Overall environmental and social risk is rated moderate, with safeguards required as holdings grow.
