Karachi Industrial Park SEZ has received federal status as a Special Economic Zone, after the government approved it on Friday with the aim of drawing export-focused investment to the city. The decision came at the 11th meeting of the Board of Approvals for SEZs, chaired by Finance Minister Muhammad Aurangzeb in Islamabad, according to a press release from the Finance Division.
Special Economic Zones are designated areas where separate rules are set to encourage exports, industry and investment. Pakistan has used such zones for years as one tool to widen its export base and bring in new industry, and the government has made industrialisation a stated policy goal.
What the board decided
The Board of Approvals reviews and clears special zones. The government said the designation is meant to attract investment focused on exports, bring in technology and create employment. The decision is presented as part of a wider effort to improve the investment climate and encourage private companies to produce for export.
Utilities and land policies
The board cleared broad rules for supplying utilities and related services to private SEZs, with public money available under the SEZ Act, 2012. Under the framework, officials can weigh public funding for roads, utility connections and basic infrastructure that reaches the agreed limit of a private zone, reviewed case by case.
The board also backed a leasing scheme for state-owned zones and industrial estates in Punjab, which does not cover Karachi. Its purpose is to reduce the money investors must pay up front for land and to use public industrial land more efficiently, through long leases for priority industries.
Who attended, and what is still unknown
Qaiser Ahmed Sheikh, the federal minister for the Board of Investment, Planning Minister Ahsan Iqbal, Commerce Minister Jam Kamal Khan, Haroon Akhtar Khan, the prime minister's adviser on industries and production, and Punjab's industries minister, Shafay Hussain, were among those present. Officials from the Finance Division, the Board of Investment, the Special Investment Facilitation Council (SIFC) and federal and provincial SEZ authorities also attended, along with ministries and sector representatives.
No investment figures or job numbers have been announced so far, so the scale of the project is not yet clear. The government has stated the aim of generating employment, but how many roles would be created has not been stated.
