The World Bank has assessed the progress of Pakistan tax reforms under two major financing operations as "moderately satisfactory," while warning that significant governance and macroeconomic hurdles persist. The two loan initiatives, valued at around $670 million, are designed to stabilize the broader economy, enhance public service delivery, and significantly expand the national revenue footprint over the coming five years.

In its formal implementation review, the Washington-based lender examined the Pakistan Public Resources for Inclusive Development Multiphase Programmatic Approach (PRID-MPA). While acknowledging that early implementation milestones are moving forward, the bank designated the programme’s operating risk profile as substantial.

Ambitious Revenue Goals and Implementation Risks

A primary target under the multi-year reform programme is to elevate Pakistan's tax-to-GDP ratio from 12.3 percent in June 2025 to 15 percent by June 2030. Achieving this ratio requires bringing untaxed sectors into the net and upgrading tax administration across federal and provincial authorities.

However, the bank highlighted that high political and governance challenges threaten execution timelines. It also flagged moderate to substantial vulnerabilities across macroeconomic management, institutional capacity, fiduciary controls, and sectoral policy planning.

Funding Disbursements and Corrective Steps

Despite the identified risks, the bank commended the pace of disbursement-linked indicators, observing steady momentum across institutional benchmarks. The main programmatic operation took effect on May 14, followed by an advance transfer of $164.52 million on June 29.

Both sides are collaborating to mitigate delays caused by lengthy approval procedures, which had threatened the timely start of technical assistance. Authorities are now refining project activities and administrative budgets to keep the structural reforms aligned with agreed deadlines.
