Russia and Pakistan used the PM Shehbaz Russia meeting on Wednesday to highlight wider economic and security cooperation. Russian Interior Minister Vladimir Kolokoltsev told Prime Minister Shehbaz Sharif that there was significant potential to expand bilateral trade and economic ties, the Prime Minister's Office (PMO) said. The same day, the minister also held talks with Pakistan's army leadership and with Interior Minister Mohsin Naqvi, and the two countries agreed to move ahead on an extradition treaty.

Economic ties and trade

Kolokoltsev arrived in Pakistan on Monday for a four-day visit at Naqvi's invitation. The sources describe it as the first visit to Pakistan by a Russian interior minister. According to the PMO, he conveyed Russia's wish to strengthen bilateral ties and said his country was ready to deepen engagement. He also thanked Pakistan for its support at multilateral forums, particularly the United Nations.

At the PM Shehbaz Russia meeting, Shehbaz reaffirmed Pakistan's commitment to deeper friendly relations with Russia and called for “effective use of existing bilateral mechanisms.” The PMO said he pointed to trade and investment, energy and economic development as areas of mutual interest, and welcomed the positive momentum in ties. The sources do not include trade volumes, investment amounts or named projects, so the scale of any Pakistan Russia economic cooperation remains unclear.

Security talks in Rawalpindi

Kolokoltsev also called on Field Marshal Asim Munir, who is both Chief of Defence Forces (CDF) and Chief of the Army Staff, at General Headquarters in Rawalpindi. A statement from the Inter-Services Public Relations (ISPR), the military's media wing, said both sides discussed the regional security situation and stressed the need to strengthen bilateral security cooperation. The statement quoted both sides as underscoring “closer institutional linkages and improved coordination” between the security institutions of the two countries. Munir reaffirmed Pakistan's wish to deepen its longstanding relations with Russia, ISPR said.

Kolokoltsev also praised Pakistan's contribution to regional peace and stability, and acknowledged the sacrifices of Pakistani forces in the fight against terrorism, according to the statement. The sources do not describe any defence agreement, arms deal or timetable for the security steps discussed.

Extradition treaty and anti-crime pact

Earlier on Wednesday, Naqvi and Kolokoltsev met in Islamabad, and the interior ministry said the two sides agreed to finalise an extradition treaty. An extradition treaty is a formal agreement under which one country can hand over a person wanted for prosecution in the other. The sides also agreed on an arrangement for exchanging criminals, and pledged to sign a memorandum of understanding (MoU) on preventing organised crime and exchanging information.

Naqvi said the proposed MoU would be an important milestone in relations between the two countries. Both sides decided to implement a readmission agreement early, which governs the return of nationals, and agreed to strengthen cooperation between the Anti-Narcotics Force and relevant Russian institutions. The PMO said the prime minister witnessed the signing of the MoU, while the interior ministry's account describes it as a pledge; the sources do not clarify the order of events or publish the text.

What happens next is not fixed in the sources. The extradition treaty, the MoU and the readmission steps have no dates attached, and the PM Shehbaz Russia meeting is described as a step in an existing set of bilateral mechanisms rather than a finished deal.
