The Punjab e-bike scheme has drawn more than 1.3 million registrations from young people, with more than 607,000 applications submitted before the process closed, an official announcement in Lahore said on 12 October. Chief Minister Maryam Nawaz Sharif has directed the departments concerned to finish the remaining work as soon as possible. Of those who applied, 100,000 will be chosen by ballot.
What the instalments cover
Under the CM E-Bikes Scheme, winners will receive e-bikes and repay them in what the government called easy monthly instalments of Rs3,000. The Punjab government will bear the entire interest cost on the 100,000 bikes. Families can plan only from what was published: Rs3,000 a month from the rider, and the interest from the province. The price of each bike, and the number of months, were not released.
Officials called the turnout a first, saying this was the first time any government scheme had attracted more than 1.3 million registrations. The same announcement listed registrations and submitted applications as separate totals and did not explain the difference between them. A ballot here means a draw: officials will pick 100,000 names from the applications, not give a bike to everyone who applied.
Driving lessons and students
On the chief minister’s orders, successful female applicants are to be given free driving training. A second official account of the announcement said free lessons would be arranged for successful applicants, so they could travel safely for education. The two accounts do not match, and it is not confirmed whether training is limited to women.
Maryam Nawaz Sharif said affordable transport for young people, and easier access to education for female students, were government priorities. She said all possible resources would be provided so young people, particularly female students, could progress, and that e-bikes would make their commute easier and help them save on monthly expenses. “Every son and daughter of Punjab is very special to me,” she said.
What happens next
The application process has been completed, so new forms are no longer being taken. No date has been set for the ballot. The chief minister has asked officials to complete the scheme at the earliest. With 100,000 e-bikes on offer and more than 607,000 applications in, most people who applied will not be selected.
Until the draw is held, nobody has been named a winner, and the announcement did not list documents, colleges or cities that will be taken first. After the ballot, a selected rider’s known cost is the monthly instalment. Women who win may also be called for free driving lessons before they use the bike, if the chief minister’s order is the version officials follow.
