The Russian Interior Minister visit to Pakistan began on Monday when Vladimir Kolokoltsev arrived in Islamabad, on a trip the interior ministry calls the first by a holder of that office. The four-day programme was arranged at the invitation of Interior Minister Mohsin Naqvi, the Associated Press of Pakistan reported, and the Ministry of Interior said the same in a public post.
Minister of State for Interior Talal Chaudhry received him in Islamabad. Dawn, citing the interior ministry, used the spellings Tallal Chaudhry and Kolokolstev. APP and the ministry's post spell the names Talal Chaudhry and Kolokoltsev. The difference is one of transliteration; all three accounts describe the same arrival.
Arrival and the official welcome
APP placed the arrival on 12 October. Dawn described it as Monday. Both locate the start of the trip in Islamabad and both give it a length of four days.
The ministry said this is the first visit to Pakistan by any Russian interior minister, a point APP also reported and that The Express Tribune's headline called a maiden visit. Business Recorder, like Dawn, headlined a four-day arrival.
Kolokoltsev is scheduled to hold "important meetings" with Pakistan's leadership while he is here, Dawn reported from the ministry's statement. The accounts do not name the other participants or the venues.
Talks on bilateral cooperation
During the Russian Interior Minister visit to Pakistan, discussions are expected to centre on stronger bilateral relations and closer cooperation, according to APP. The ministry described the invitation from Naqvi as the start of "a new chapter" in Pakistan-Russia relations. APP called the trip a new development in ties between the two countries, with bilateral relations and mutual cooperation due to be taken up in the minister's engagements.
Those notices do not mention a draft agreement, a joint statement, or a published agenda beyond that general aim. What they do record is the invitation, the arrival in Islamabad, and the plan to discuss cooperation.
A first between the interior ministries
The ministry's post states that no Russian interior minister had visited Pakistan before this trip. Naqvi is identified as the federal interior minister who issued the invitation. The welcome on arrival, as reported by APP and Dawn, was given by the minister of state.
Pakistan and Russia already have diplomatic relations. What officials describe as new is a visit by Russia's interior minister, an office whose holder had not come to Pakistan before, the ministry and APP say.
The days ahead
For the rest of the four-day stay, Kolokoltsev is expected to continue meetings with the leadership. Officials have not said whether they will issue a joint note, hold a briefing, or leave the outcome to separate statements. What is public so far is the arrival, the invitation, the reception in Islamabad, and the intention to discuss cooperation.
