The National Cyber Crime Investigation Agency (NCCIA) in Islamabad has arrested a man after opening a first information report, or FIR, the formal complaint that starts a criminal investigation in Pakistan. The agency says the report accuses him of turning to the chatbot Claude AI for ideas related to killing a former girlfriend. Those claims, it says, are still being investigated and still have to pass through the legal process.

The enquiry that led to the case looked at whether Claude AI and digital communication platforms had been misused. It focused on statements that spoke of an intention to kill a former partner, according to the agency. What the agency has put on record is the user's alleged behaviour. The statement does not say the chatbot itself played any confirmed part in a crime.

What the case file alleges

In the FIR, the accusation is that the man went to Claude AI looking for ideas connected to murder. The tool is a form of artificial intelligence: a person types a request and the software writes a reply. The agency ties that alleged request to words about killing a former girlfriend.

The agency has not described the messages or other material the enquiry looked at. No wording from those exchanges has been released. The public statement does not give the accused's name.

After the public statement

The agency set this out publicly on 12 October 2026. After that statement, the agency arrested him. It has still not described the communications the enquiry examined.

The agency said it would keep examining newer crimes that depend on digital tools, would work to protect citizens, and would seek accountability only through lawful investigations. It asked people to be careful with AI tools and online platforms, and said those services should not be used for threats, intimidation or other criminal activity.

In the agency's phrasing, a cyber-enabled threat is harm or intimidation carried out with digital tools. In this case the tools named are an AI chatbot and communication platforms. Its advice to ordinary users is plain: do not use them to threaten anyone or to pursue a crime, because the agency says misuse of that kind is something it investigates.

An FIR is only the first written record of an allegation. It is not a court finding of guilt. What is public so far is the case itself, the arrest, and that warning to users.
