Engineer Amir Muqam, a federal minister and the Pakistan Muslim League-N (PML-N) president for Khyber Pakhtunkhwa, on Sunday welcomed an announcement of governor rule in KP and a state of emergency, the Associated Press of Pakistan reported. He presented the move as a way to bring back peace, keep the public safe and improve administration. In Pakistan, such an arrangement is a period in which the governor administers a province in place of the elected government. APP's account pairs that step with a state of emergency.
The statement was issued in Islamabad and is dated 11 October. Muqam said people in the province were owed calm, development, prosperity and competent government. He congratulated them on what he described as an escape from political confrontation, unrest, conspiracies and governance he called incompetent.
Anyone who had practised politics against the public interest, he said, must now explain their performance and the law-and-order record. APP's version of the statement does not attach that charge to a named leader or party.
Peace, relief and the wounded
He asked that attention shift entirely to ending terrorism, securing a peace that lasts and delivering immediate relief. The sacrifices of the police and other security agencies, he said, should not be forgotten. Families of those killed should be supported, and the injured should receive medical treatment.
Khyber Pakhtunkhwa, he maintained, is not any party's personal estate. Resources of the province should be spent on public welfare. He put education, health, employment and development work at the top of what the provincial government ought to do, and said the PML-N would play its part in peace, development, prosperity and the rule of law.
What residents are being asked to do
Muqam asked residents to keep calm, obey the law and stay away from any act that might provoke disorder. That is the part of the statement aimed at daily life.
The APP report does not carry a response from the provincial government or from the governor of KP. It gives no duration for the emergency, no list of powers moved to the governor, and no date for the relief he mentioned. A related Zaviya report, KP names new commissioners in all six divisions, looks at administrative appointments in the province.
What this account confirms
What APP has on record is a welcome, not the order itself. The agency says Muqam backed an announcement of governor rule in KP that had already been made, alongside a state of emergency. It does not print a notification, a presidential instrument or a handover of departments. Until those papers are part of the reporting, questions about how long the arrangement lasts, or how day-to-day administration will change, sit outside this statement.
