Geo published a chronology on Monday of emergency and governor’s rule in Pakistan. It says the measures have been used many times, and that every province has been under one or the other at some point. The current KP imposition is the last entry, not an open question.
West Punjab, 1949
Geo says the first governor’s rule was imposed in West Punjab on 25 January 1949 and lasted until April 1951. Premier Liaquat Ali Khan dismissed Chief Minister Nawab Mamdot because he did not accept Mamdot’s claim to have the support of a majority of the provincial assembly. The assembly was dissolved. Mumtaz Daultana had disputed that majority claim.
Later spells, including KP
Sindh was under Governor Mian Aminud Din from December 1951 to May 1953 after Chief Minister Ayub Khuhro was dismissed. The 1953 election then brought in Pirzada Abdus Sattar. On 24 October 1954 Governor-General Malik Ghulam Muhammad declared an emergency and dissolved the first Constituent Assembly. Maulvi Tamizuddin Khan challenged the dissolution. In 1955 the Federal Court, led by Chief Justice Muhammad Munir, upheld it.
In 1958 President Iskander Mirza abrogated the 1956 Constitution and General Ayub Khan became chief martial law administrator. In March 1969 Ayub handed the presidency to General Yahya Khan, who abrogated the 1962 Constitution. In July 1977 General Ziaul Haq imposed martial law and held the 1973 Constitution in abeyance. In August 1990 President Ghulam Ishaq Khan declared an emergency after dismissing Prime Minister Benazir Bhutto. An emergency followed the nuclear tests in May 1998. In October 1999 General Musharraf removed Nawaz Sharif. From November 2007 to 15 December 2007 Musharraf again declared an emergency and the Constitution was suspended.
In what is now KP, Geo records governor’s rule from February to May 1975, after Hayat Muhammad Khan Sherpao was killed in a bomb blast at the University of Peshawar. Chief Minister Sardar Inayatullah Gandapur was removed. Major General (retired) Syed Ghawas was governor, and the federal government banned the National Awami Party. Nasrullah Khattak took oath as chief minister on 3 May 1975. A second spell ran from February to April 1994, after Benazir Bhutto ended Pir Sabir Shah’s government. Governor Khurshid Ali Khan, a retired major general, ran the province until Aftab Sherpao was sworn in.
Balochistan was under governor’s rule from February to April 1973, when Zulfikar Ali Bhutto removed Chief Minister Sardar Attaullah Mengal and Governor Mir Ghaus Bakhsh Bizenjo. Nawab Akbar Bugti was appointed governor, and Jam Ghulam Qadir Khan later formed a government. From January to March 2013, after the killing of about 100 Hazaras in Quetta, Prime Minister Raja Pervez Ashraf dismissed Chief Minister Nawab Aslam Raisani and Governor Nawab Zulfiqar Magsi oversaw the administration.
In Punjab, from February to March 2009, President Asif Ali Zardari appointed Salman Taseer as governor after the Supreme Court disqualified Nawaz Sharif and Shahbaz Sharif. Geo says the assembly was not suspended, but the chief minister and his ministers were ordered to leave office. In Sindh, from June to August 1988, the caretaker government of Chief Minister Akhtar Ghulam Qazi was dismissed and General Rahimuddin Khan was made governor. On 29 May 1988 Zia had dissolved Muhammad Khan Junejo’s government and the provincial assemblies.
KP, 11 October 2026
Geo’s chronology ends with 11 October 2026, when President Asif Ali Zardari, on the advice of the federal government, imposed governor’s rule in KP. That is a recorded imposition, not a headline waiting for an order. The day’s custody, school and parliament developments are on Zaviya’s live story.
