The federal government has issued an official notification authorising Pakistan Army deployment in KP to assist the civil administration in maintaining public order. The decision, executed under Article 245 of the Constitution of Pakistan, follows the invocation of emergency provisions in the province, as reported by ARY News and Express News.
Under the directive, military personnel and resources will be positioned across the province to ensure the security of citizens and safeguard state installations. The deployment order remains effective for the duration of the provincial emergency declared on October 11.
Constitutional Mandate and Troop Requisition
According to the official notification, the federal cabinet sanctioned the requisition of armed units in aid of civil power under Article 245. The measure follows the implementation of Articles 232 and 234, under which President Asif Ali Zardari approved an emergency declaration and Governor's Rule in Khyber Pakhtunkhwa upon the summary forwarded by Prime Minister Shehbaz Sharif.
The formal decree stipulates that the Governor of Khyber Pakhtunkhwa will coordinate directly with General Headquarters (GHQ), specifically the Military Operations Directorate, to finalize the required troop numbers and operational logistics. The notification is set to be officially gazetted in the Gazette of Pakistan, Part II.
Background to the Security Decision
The cabinet's decision came after high-level reviews of the deteriorating security situation and rising counter-terrorism challenges in the region. Federal authorities cited the necessity of direct support to civil administration as security conditions in several districts escalated.
Prior to the administrative takeover, political talks between the federal government and Khyber Pakhtunkhwa authorities had ended in a deadlock over regional anti-terror operations and protest demonstrations headed toward Islamabad. Following the failure to bridge differences, the federal administration opted for emergency provisions, paving the way for the ongoing Pakistan Army deployment in KP to stabilize public safety and protect critical governance structures across the province.
