Pakistan’s active digital commerce payment points rose 306% to 2.03 million by June 2026, a Finance Ministry document submitted to the National Assembly says, as the Raast payment system and the Cashless Pakistan initiative expanded merchant QR use and government digital payouts.
The brief puts that total against a baseline of 500,000 points. Of the current network, 1.73 million merchants are actively taking Raast QR payments. The State Bank of Pakistan (SBP)—the country’s central bank—is tracking progress against four key performance indicators.
Merchants, users and remittances
Beyond shop counters, the document reports wider digital banking reach. Mobile, internet-app and digital banking users increased to 137 million from 95 million, while digital transactions grew to 11.9 billion from 6.9 billion. The share of remittances credited straight to accounts and wallets reached 92%, up from an 80% baseline.
Domestic billers are required to introduce QR codes. Payments under the Benazir Income Support Programme were moved directly to beneficiaries’ digital mobile wallets in July 2026, according to the same document.
Government payouts through Raast
Government-to-person (G2P) disbursements—money paid by the state to people—through Raast and digital banking channels at centralised government entities climbed from Rs472 billion in July 2025 to Rs4.402 trillion in June 2026. That volume was 76% of total disbursements by the federal and provincial governments and the administrations of Azad Jammu and Kashmir and Gilgit-Baltistan.
More than 84% of G2P transaction volumes, covering 39.5 million transactions, were processed through the Raast payment system. Among major self-accounting entities such as the Central Directorate of National Savings, Pakistan Post Office Department, Ministry of Foreign Affairs, Geological Survey of Pakistan and provincial forest departments, Rs1.247 trillion of a Rs1.669 trillion allocation—about 75%—was paid digitally or via Raast.
At state-owned enterprises, 34% of G2P payments and 18.4% of person-to-government payments had been digitised by value. The Finance Ministry has set up a dedicated data-collection portal and named 25 high-impact entities to speed the roll-out. Integration work continues with remaining bodies, including Pakistan Railways and Ehsaas Assignment Accounts.
