Law Minister Azam Nazeer Tarar said on Tuesday in Islamabad that the proclamation issued under Article 232 applies to the whole of Khyber Pakhtunkhwa. The KP emergency, he said, is not limited to 12 districts, though those districts are due extra administrative help.
Article 232 is the constitutional clause used to proclaim an emergency. He spoke alongside his cabinet colleague, Information Minister Attaullah Tarar. Both said federal and provincial agencies should follow one counterterrorism approach, which the law minister described as standard practice in other countries.
What the proclamation covers
Tarar said the 12 districts have been placed under a separate arrangement. The chief executive is overseeing further steps, he said, and a secretariat has been set up to assist those districts. Outside that group, he said, the KP emergency still applies to every other district.
He said the federal government had kept up “constant engagement” with the provincial authorities. Their response, he said, was different, and he suggested that politics may have mattered more to them than the national interest. He added that the government could not ignore the reports before it, or the rise in terrorist activity.
Figures the law minister gave
Tarar said terrorist incidents in the province had risen by 195 per cent. He put the recorded attacks at 8,600 in 2024-2026, compared with 2,900 in 2020-2024. He said the Khyber Pakhtunkhwa police had come under attack, as had the armed forces deployed in the province, and that innocent people had lost their lives.
He said counterterrorism work by federal and provincial agencies had to be “harmonised”. Information Minister Attaullah Tarar said the country could not have a government that sympathises with terrorists, supports terrorism, or enables them to carry out operations. He said the Centre was pursuing one counterterrorism policy and had no political agenda against the PTI-led provincial government. He asked how one country could run two separate policies.
What the ministers said about PTI
The law minister said an attitude he called “non-serious” in the PTI-led provincial government “has now ceased to exist.” He said PTI had launched an onslaught on the capital and alleged that government resources were used, adding that governor’s rule and an emergency were not discussed at that time.
Attaullah Tarar said people in Khyber Pakhtunkhwa had “welcomed” the move to impose governor’s rule and the emergency, and that the steps had given them “hope.” If residents had supported what he called the PTI government’s “pro-terrorist stance,” he said, there would have been “millions on the streets.” Referring to the law minister’s explanation, he said the authors of the Constitution included Articles 232 and 234 for a time like this, and he spoke of a “complete breakdown” of law and order. Article 234 is the clause on failure of constitutional machinery in a province, the provision used for governor’s rule.
Aasan alfaaz mein
KP emergency poore Khyber Pakhtunkhwa par lagoo hai, sirf 12 zilon par nahi. Law minister ne kaha ke in 12 zilon ke liye chief executive ke tehat aik secretariat madad dega. Unhon ne 2024 se 2026 mein 8,600 hamle bataye, aur 2020 se 2024 mein 2,900. Aam logon ke liye matlab yeh hai ke emergency poore soobe mein hai, aur hukumat ka kehna hai ke maqsad logon ki hifazat hai.
