Sindh Chief Minister Syed Murad Ali Shah has proposed a Karachi flood warning partnership with Huawei, so the city can get earlier flood forecasts and stronger emergency response. He raised the idea in Wuhan while leading a Sindh delegation on digital governance, computing and healthcare investment. The announcement is a proposal for a future system. It is not a notice that flooding is under way.
The Wuhan proposal
Shah's team visited Huawei's Global Model Site for Digital-Driven Urban Governance, the Wuhan Artificial Intelligence Computing Centre, and the headquarters of Humanwell Healthcare Group, also called Renfu Pharmaceutical Group. He said Karachi, a city of more than 20 million people, could gain from data-driven systems for urban flooding, traffic congestion, water management and solid waste disposal.
He asked for a long-term partnership built on technology transfer, training and local expertise, and said the province should not stop at buying hardware and programs. "We would like to explore a practical partnership with Huawei to develop a smart city operations platform for Karachi, particularly to strengthen flood forecasting, emergency response and urban management," he said.
One district before the rest of the city
The pilot he described would focus on flood early warning and city operations. It would start in one district and could later spread to other parts of Karachi. He also proposed study visits for Sindh officials to the Wuhan City Operation Centre, and more contact between Huawei and universities and technical institutes in the province.
Officials at the computing centre said it began operations in 2021 and has expanded its capacity to 400 petaflops, a unit used for very large computing power. Universities, research bodies and technology firms use that capacity for research and commercial work. Shah praised the shared model, which lets researchers, campuses and start-ups use advanced computers without building costly facilities of their own.
He said Sindh could become a regional centre for innovation and digital entrepreneurship because of its young population, its academic institutions and a growing technology sector. He highlighted plans to develop Karachi Education City as a base for higher education, research and emerging technologies, and he asked for artificial intelligence training and computing access for the province's researchers, engineers and officials.
What happens in Shanghai
He treated the Karachi flood warning proposal as part of that wider digital plan. The ideas from the visit, he said, would be taken up through a memorandum of understanding, a written statement of intent, which the Sindh government plans to sign with Huawei at the Sindh Investment and Trade Conference in Shanghai later this week. "Artificial intelligence will shape the future of economies and societies. Sindh wants to be an active participant in this transformation," he said.
Residents searching for a Karachi flood alert will not find a live public warning in these talks. No district was named, and no date was given for equipment or staff.
Separately, Shah invited Humanwell to set up pharmaceutical manufacturing in Sindh to serve Pakistan and regional markets. He said Pakistan's medicine industry is expanding quickly but still depends heavily on imported raw materials and ingredients.
He highlighted special economic zones at Dhabeji, Bin Qasim and Khairpur, which offer tax exemptions and duty concessions, and he pointed to Port Qasim's links with overseas markets. He urged the company to send a technical delegation to Karachi to look at joint ventures in active pharmaceutical ingredients, the core chemicals used to make medicines, as well as finished drugs and other health products. The Sindh government, he said, would help through its investment department and in contact with regulators, including the Drug Regulatory Authority of Pakistan.
Aasan alfaaz mein
Sindh ke wazir-e-ala Murad Ali Shah ne Huawei se Karachi ke liye sailab ki pehle se khabar dene wala nizam banane ki baat ki hai. Ye abhi sirf ek tajweez hai, is liye aaj koi naya flood alert nahi nikla. Pehle sirf ek zila mein pilot hoga, baad mein baqi shehar tak barh sakta hai. Agar ye ban gaya to logon ko tez barish se pehle tayyari ka mauqa mil sakta hai.
