The Power Division has said that the industrial electricity tariff in Pakistan has not been raised. A spokesperson said the average rate has instead fallen by about Rs18.94 per unit, including taxes, compared with March 2024. The spokesperson was responding to reports that cited a Rs25.30 per unit figure as an increase, and said that figure refers to a different rate altogether.
What the Rs25.30 figure refers to
The spokesperson said the Rs25.30 rate is a revised marginal rate under the Incremental Consumption Package, a relief scheme for industrial and agricultural consumers. A marginal rate applies to the extra electricity a consumer uses, so it is not the same as the regular tariff. The Power Division said the average industrial rate stood at Rs34.40 per kilowatt-hour in October 2026, excluding taxes.
The government is revising the package because marginal generation costs have risen amid the prevailing war situation, the spokesperson said. The revised rates will take effect in November 2026, following a determination by the National Electric Power Regulatory Authority (NEPRA), the federal power regulator. The adjustment is meant to stop the cost of the relief from being passed on to consumers who do not qualify for the scheme.
How the relief package has performed
Between December 2025 and September 2026, the package covered 6,940 gigawatt-hours (GWh) of additional electricity consumption. The Power Division estimated the benefit to consumers at Rs43.5 billion over that period. Industrial users received discounts of Rs5 to Rs10 per unit on their incremental consumption, which the spokesperson said lowered their overall bills by an average of Rs1.5 to Rs2.5 per unit.
Uptake has been partial so far. According to the spokesperson, 209,335 of the 518,316 eligible consumers, about 40 percent, have benefited from the package. The Power Division described the reports of an industrial tariff increase as misleading and factually incorrect, and said the revised marginal rate should not be confused with the regular tariff. The revised rates will apply from November 2026 onward.
Aasan alfaaz mein
Government kehti hai ke industrial bijli ka average tariff March 2024 se Rs18.94 per unit kam hua hai. Rs25.30 wala rate relief package ke extra consumption ke liye hai, aam industrial tariff ke liye nahi. November 2026 se revised rates lagu hon ge, aur package mein shamil factories ko extra bijli par Rs5 se Rs10 per unit tak chhoot mili hai. Aam gharon ke bills par is khabar ka seedha asar sources mein bataya nahi gaya hai.
