The government has cut mandatory property paperwork for housing finance under the PM Apna Ghar Scheme to five documents, after the State Bank of Pakistan (SBP — the country’s central bank) told banks to follow simpler rules. An official spokesperson for the Ministry of Housing and Works said the step was taken on the directives of Prime Minister Muhammad Shehbaz Sharif to make loans easier for people who want to build a home.
What banks will now require
Under the revised list, banks will ask for five essential property-related documents for housing finance under the programme. Those named include a transfer and possession letter, a site plan, a mortgage permission letter and registration of the mortgage. The ministry said the shorter list is meant to simplify applications, lower procedural hurdles and improve access to housing finance.
Why the paperwork was reduced
Officials said applicants had earlier complained that banks were demanding a large number of documents, which caused delays and complications in getting housing loans. The spokesperson said the revised requirements should bring relief, especially for first-time homebuilders, by making the process more convenient and accessible. The PM Apna Ghar Scheme change applies to how banks handle property papers for loans under the programme.
How the programme is set up
The Prime Minister’s Apna Ghar Programme is a nationwide housing finance initiative of the Ministry of Housing and Works. It offers loans of up to Rs10 million for home construction. Banks process the finance under instructions from the State Bank, which has now formally circulated the reduced documentation rules.
Prospective borrowers should check with their bank which of the five papers they must submit for their plot or construction case, and confirm any other banking requirements that sit outside the property-document list. The ministry’s message is that fewer property papers should mean fewer stop-start delays before a loan file can move.
