PSO circular debt clearance plan advances with IMF, govt

PSO circular debt clearance is under joint discussion with Islamabad and the IMF, while management says unpaid bills owed to the firm have not moved since February 2024.

What is being discussed

Pakistan State Oil, federal authorities and the International Monetary Fund—the global lender backing Pakistan’s reform programme—are jointly shaping a PSO circular debt clearance arrangement for unpaid dues stuck across the energy chain. Company leaders told the annual general meeting that money still owed to the marketer has not shifted since February 2024.

After the financial year closed, roughly Rs10 billion arrived from the Power Division. Separately, Sui Northern Gas Pipelines Limited paid about Rs26 billion in the closing quarter. Those inflows have not yet changed the longer receivable picture that PSO flagged as unchanged from early 2024.

Retail share, margins and demand

PSO said its retail presence is again above 40 percent of the market, with most of that rebound coming after July 2026. Leaders linked the gain to steadier stock at pumps, disciplined pricing and tighter logistics rather than deep discounting, and described the rebound as profitable.

Facing more than forty rival oil marketing firms, the company is updating its brand, putting money into busy forecourts and digitising logistics. It expects national fuel volumes to hold steady or rise only slightly. Elevated pump prices, tighter public spending and wider use of electric vehicles and solar power are already softening demand; petrol growth is expected to ease as EVs spread, and less furnace oil use as gas substitutes could cut petroleum offtake further.

Selected stations and trunk roads—including the Karachi–Hyderabad stretch, Lahore and the Rawalpindi–Peshawar corridor, plus other major cities—are slated for EV charging points.

Leaders said higher OMC margins hinge on finishing retail automation, including automatic tank gauges, with work aimed at completion by March 2027 so revised margins can apply. Dealer margins have already risen; company margins stay frozen until those upgrades are done. The firm is also readying itself for possible fuel-sector deregulation, which Islamabad wants to advance.

LNG, diesel and supply security

QatarEnergy LNG under a government-to-government deal is still profitable on its own, PSO said. An effective tax burden above 50 percent—driven largely by a one percent minimum tax on LNG turnover—turns the line loss-making once finance costs are counted. Despite trouble in the Strait of Hormuz, eleven QatarEnergy shipments have arrived since March under existing contracts. Winter procurement is being organised with the government aligning purchases and scheduled deliveries.

PSO said it would stay in LNG if structural problems are fixed with state support. Books with SNGPL on LNG have been aligned; leftover balances mainly reflect diversion-related sums the government owes the utility.

Domestic refineries now cover about 95–97 percent of high-speed diesel needs. Only four or five diesel cargoes have been brought in since March 2026, so the gap between import and local diesel prices has been negligible in that span. The firm urged a wider set of crude and product sellers to limit geopolitical shock, and said the Ministry of Petroleum is pushing that broader sourcing.

Refinery links and the northern pipeline

Pakistan Refinery Limited remains a core holding for PSO, which sees refining integration as key to earnings and supply safety. Industry-wide upgrades may need about $5 billion to $6 billion, but how that capital will be raised is still unsettled. PSO is talking to PRL about upgrade paths and finance, including possible equity shifts; any stake change would follow the plant’s technical study, upgrade scope, Euro V rules and who a partner might be.

Talks on commercial terms and tariffs for the White Oil Pipeline toward Peshawar are almost done, with a few points still open. The scheme—PSO with SOCAR and the Frontier Works Organization—aims to move fuel off roads more safely and cheaply. Building is to start once those points are closed.

Timeline: what has happened so far

  • February 2024: PSO says the stock of unpaid receivables owed to it has remained at the same level since this month.
  • March 2026 onward: Only four or five diesel import cargoes land; eleven QatarEnergy LNG cargoes arrive under existing contracts despite Hormuz disruptions.
  • Final quarter / after FY close: About Rs26 billion is received from SNGPL; roughly Rs10 billion follows from the Power Division after year-end.
  • July 2026 onward: Most of PSO’s climb back above 40 percent market share is recorded.
  • By March 2027: Retail network automation, including automatic tank gauging, is targeted for completion ahead of any revised OMC margins.

Aasan alfaaz mein

PSO, hukumat aur IMF mil kar circular debt—matlab energy chain mein phansa hua unpaid paisa—saaf karne ka plan bana rahe hain. Company ke mutabiq February 2024 se us ke unpaid bills ki total amount same hai, halanke baad mein kuch qiston mein paisa wapas mila. Pump share dobara 40 percent se upar hai, lekin mehnga petrol, austerity aur EV-solar ki wajah se demand slow ho sakti hai. Aam logon ke liye seedha faida tab clear hoga jab yeh debt plan asal mein payments aur pricing ko stable kare; abhi sirf talks aur company updates hain.
