Islamabad — Under the PM Apna Ghar Programme, the Access to Finance (A2F) Steering Committee has recorded approval of 86,896 applications involving Rs511 billion in financing, while 15,584 loans worth about Rs91 billion have been disbursed.
Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb chaired the committee’s sixth meeting at the Finance Division. Officials reviewed progress on widening affordable credit across priority areas — small and medium enterprises (SMEs), agriculture, exports, housing, and flagship initiatives including Apna Ghar, Zarkhez-e and the Pakistan Accelerated Vehicle Electrification (PAVE) Scheme.
Housing approvals and disbursements
On the apna ghar financing scheme, the gap between approvals and payouts remains large: nearly 87,000 applications have cleared the financing stage, yet only about 15,600 loans have reached borrowers. That means a substantial share of approved applicants are still waiting for funds to be released.
Across housing finance more broadly, outstanding credit has reached Rs455 billion and covers 241,500 borrowers. The committee discussed ways to speed up disbursements and ease supply constraints, including credit for builders, developers and under-construction projects.
Senator Aurangzeb welcomed the gains in housing finance and under the PM Apna Ghar Programme in particular. He asked banks and implementing agencies to push harder on remaining work so that approved financing turns into homes more quickly.
Other credit sectors under review
On SMEs, outstanding financing stood at Rs1.148 trillion as of 23 October 2026, including Rs538 billion for small enterprises. The committee reviewed a capacity-building plan from the Small and Medium Enterprises Development Authority (SMEDA) — the body that helps smaller firms — covering financial literacy, documentation, accounting support and digital tools. SMEDA was urged to coordinate closely with lenders and regulators.
Agriculture credit outstanding was put at Rs1.329 trillion, reaching roughly 3.5 million borrowers. Under the Prime Minister’s Zarkhez-e: Asaan Zarai Qarza Scheme, 20,176 applications for Rs8.674 billion had been approved, and 6,132 collateral-free loans worth about Rs2.34 billion had been disbursed to smallholder farmers. Talks also covered livestock and dairy finance and greater private-sector roles in farm value chains.
Under the PAVE Scheme — which aims to make electric two- and three-wheelers more affordable — 21,918 applications involving about Rs3.06 billion had been approved. Some 5,506 loans worth Rs1.093 billion had been disbursed, and 3,263 electric vehicles had been delivered to customers.
What the minister wants next
The committee stressed that access to finance should support economic inclusion, entrepreneurship, jobs and poverty reduction. It checked earlier commitments, heard from sectoral sub-committees, and noted pilots on SME credit scoring and exporter financing. The minister pressed for secure, consent-based data sharing, confidentiality safeguards and quicker fixes to data-linkage problems so digital and cash-flow-based lending can spread.
Legal and regulatory steps to improve recoveries, manage lending risks and reach underserved borrowers were also discussed. While praising housing results, Aurangzeb called for greater urgency and faster disbursements in SME and agriculture financing, saying expanded credit must deliver concrete benefits for businesses, farmers and other underserved groups, backed by risk-sharing and timely reforms.
