The State Bank of Pakistan (SBP), the country’s central bank, has revised its instructions on sugar exports, clearing banks to handle shipments from eligible mills in Khyber Pakhtunkhwa once provincial quotas are in place.
The move follows confirmation from the Ministry of National Food Security and Research that the Government of Khyber Pakhtunkhwa has endorsed the quota for sugar mills in the province. Quota details had already been shared with authorised dealers—banks licensed to handle foreign-exchange and trade transactions.
What banks have been told to do
SBP has asked banks to process export transactions for eligible sugar mills located in Khyber Pakhtunkhwa against each mill’s respective quota. Those deals must follow the terms and conditions the central bank has already set out for this export window.
Authorised dealers are expected to check that a mill is eligible and that the shipment fits within the quota assigned to it before they clear the paperwork.
What stays the same
SBP said all other instructions in its earlier circular on the subject remain unchanged. Banks have been advised to ensure careful compliance with the updated guidance as well as the rules that were already in force.
In practical terms, the revision is about unlocking processing for KP mills after the provincial endorsement, not rewriting the wider export framework from scratch.
What happens next
Eligible KP mills can now move export paperwork through their banks under the quota system. Exporters and buyers will still need to meet SBP’s existing conditions on documentation and settlement.
How quickly shipments leave the country will depend on mill readiness, bank checks, and demand in overseas markets—details the central bank’s notice does not spell out.
