What the minister told the Senate
Federal Energy Minister Awais Leghari has signalled electricity bill relief for households that briefly cross the 200-unit mark. Speaking in the Senate, he said Islamabad is working to stop the rule that keeps a consumer on a steeper tariff for six months if monthly use goes even one unit past 200.
He also floated raising that cut-off from 200 units to 250. The exchange followed a calling attention notice from Senator Abid Sher Ali on the weight of distribution-company (DISCO) charges for ordinary users.
How the 200-unit jump works today
Sher Ali told the House that stepping from 200 to 201 units can take the rate from Rs15 to Rs30 per unit. Once that happens, he said, the bill follows the 400-unit slab for half a year—even if later months fall back below the old limit.
That cliff is the pain point electricity bill relief is meant to ease. Families who run a few more appliances in a hot month can face months of higher charging under the present design.
Who would get cheaper rates—and who would not
Leghari put the count of consumers under 200 units at about 20 million. Extending a flat discount across that entire group, he argued, would be a poor fit because it includes solar households whose grid draw is already low. He said support of that kind should go to people living below the poverty line.
In plain terms, any electricity bill relief package he described would be targeted, not universal, among light users.
Detection bills and meter rules
Separately, while chairing DISCO board meetings, Leghari announced a full ban on manual detection bills. Field staff and subdivisional officers (SDOs) may no longer issue them; doing so would count as serious misconduct.
All detection billing must now go through a central online portal used by every DISCO. Faulty or burnt meters are to be replaced within two billing cycles (about two months). Average billing on a faulty meter is capped at two months. Recovery for slow or fast meters is limited to the prior two cycles. For illegal use, detection cover is three months for ordinary consumers, six months for registered consumers, and 12 months for unregistered ones.
He said Consumer Service Manual amendments will be brought forward soon, and DISCO boards will check detection-bill accuracy each month. Stopping theft remains the priority, he added, without loading consumers with arbitrary charges.
Aasan alfaaz mein
Sarkar 200 unit se thora zyada bijli istemal hone par chheh mahine mehnga rate lagane ka silsila khatam karne ki baat kar rahi hai. Wazir Awais Leghari ne kaha ye had 250 unit tak bhi barhai ja sakti hai. Gareeb gharanon ko raahat milne ki umeed hai, lekin har solar user ko discount nahi diya jayega. Manual detection bill band ho gaye hain, ab sirf online system se bill banenge.
