KP audit report: Samar Bilour flags Rs72bn unverified spend

In Peshawar, the governor’s adviser said the KP audit report for 2024-25 also flagged misclassified development outlays, a Public Account shortfall and incomplete loan ledgers from earlier years.

Adviser to the Khyber Pakhtunkhwa governor Samar Haroon Bilour has voiced sharp unease after the KP audit report for Fiscal Year 2024-25 pointed to large gaps in how provincial money was booked and checked. Speaking from Peshawar, she linked those gaps to spending under the former PTI administration that auditors could not fully confirm from the provincial treasury.

She holds the Information and Public Relations brief as well as Relief, Rehabilitation and Settlement. In her written remarks she treated the findings as a test of fiscal discipline, openness and answerability in the province.

Main numbers she cited

Bilour said auditors could not fully confirm Rs72.46 billion of government spending. Separately, she said Rs104.26 billion appeared in the books above the ceiling the Provincial Assembly had cleared.

She also cited Rs153.68 billion of development spending placed under the wrong accounting labels, plus a Rs39.58 billion negative balance on the Public Account—the ledger that tracks deposits and withdrawals outside the main budget. Those points, she argued, need plain answers that satisfy both legal and financial standards.

Loans and departmental excesses

On borrowing, she said files for Rs98.89 billion in external loans were incomplete, and Rs51.85 billion paid toward foreign loans and interest also lacked full verification. Provincial domestic-loan registers, she added, had not been brought up to date since 2017-18, while federal advances dating from 2013-14 showed weak follow-up—signs, in her view, of fragile financial oversight.

Beyond a Rs20.20 billion surplus booking in the development budget, she said further excess lines ran into billions of rupees in major portfolios such as Health, Education, Police and Highways. She insisted each surplus line must be explained with a clear legal and financial basis.

Her demand for follow-up

Tax receipts, Bilour stressed, belong to the public, and officials who handle them owe a full account of how each rupee was used. She asked for an open, even-handed review of every audit objection, with blame fixed and action taken where misuse is proven. Protecting provincial resources and tightening institutional checks, she said, are non-negotiable duties of responsible government.

Aasan alfaaz mein

KP ke audit report mein kai bari raqamein aisi hain jin ka hisab poora nahi milta. Samar Bilour ne kaha ke Rs72.46 billion kharch aur budget se zyada bookings samajh nahi aatien. Loan aur development ke records bhi kamzor hain. Aam logon ke tax ke paise ka asool yeh hai ke har rupay ka jawab diya jaye.
