Mobilink Microfinance Bank (MMBL) has secured an SBP digital bank license in the form of a Digital Retail Bank (DRB) approval from the State Bank of Pakistan (SBP), the country’s central bank and main banking regulator. The licence allows the microfinance lender to deliver a full range of digital financial services straight to retail customers, including people who mainly bank on their phones.
What the Digital Retail Bank licence allows
Under Pakistan’s digital bank requirements, a Digital Retail Bank licence is meant for institutions that serve individuals and households through digital channels rather than a conventional branch-heavy model. With this approval, MMBL can build and market digital products for everyday retail use—payments, account services and related tools—subject to SBP rules on security and compliance.
SBP regulates the digital banking space closely. Getting a DRB licence therefore signals that the bank has met the central bank’s licensing and oversight standards for this category of activity.
How this fits SBP’s digital push
The approval sits within the State Bank of Pakistan’s broader push to digitise the financial system and bring more activity into formal, documented channels. Supporters of the licence argue it can help unbanked citizens use modern banking tools from a smartphone, which is how many Pakistanis already handle mobile money and bill payments.
Behind MMBL is the VEON Group, its parent company. VEON has invested in Pakistan’s digital infrastructure and backs the bank’s role in financial inclusion. That backing is described as supporting small businesses, farmers and ordinary consumers who want to join the formal economy through digital services.
What customers may see next
With the licence in hand, MMBL is positioned to roll out new digital banking products aimed at retail users. Other financial institutions may respond by improving their own digital offers as competition for smartphone-first customers intensifies. For households, the practical question is whether account opening, transfers and related services become easier and more widely available on mobile devices.
An SBP digital bank license does not by itself change interest rates or fees; those remain product decisions. What it does change is MMBL’s regulatory scope: it may now operate as a digital retail bank under SBP supervision, which is the core of this MMBL digital banking development.
