The Higher Education Commission (HEC), Pakistan’s main higher-education regulator, has announced PhD scholarships in the United States under the US-Pakistan Knowledge Corridor Project. The scheme is meant for Pakistani scholars seeking doctoral study at universities in the Top 100 of the QS World University Rankings.
HEC described the awards as fully funded and said they fall into two funding categories, depending on where the host university sits in that ranking. Applications are to be submitted online through HEC’s scholarship portal. The announcement was issued from Islamabad on October 26.
How the two funding tiers work
For admission to universities in the Top 50, HEC said the scholarship will cover the full tuition fee, an annual stipend of USD 19,000, and USD 2,000 for health insurance.
For universities ranked 51 to 100, the package is different. HEC said tuition support is available up to USD 12,000 per year, together with stipend and health insurance coverage. The announcement did not spell out separate stipend or insurance amounts for that second tier beyond stating that both are included.
Application deadlines for 2027 intakes
HEC has set two closing dates. For the Spring/Summer 2027 intake, the last date to apply is October 30, 2026. For the Fall 2027 intake, applications will be accepted until March 30, 2027.
Aspiring candidates have been told to apply online at HEC’s scholarship portal. HEC said further details on eligibility, fields of study and the application process are available on its US-Pakistan Knowledge Corridor project page.

HEC said the US-Pakistan Knowledge Corridor Project was launched as a flagship effort to strengthen academic links between the two countries and to build Pakistan’s human capital through advanced research training at leading American universities. The commission urged interested applicants to apply in time and to use the opportunity for study at well-known institutions under the initiative.
Pakistan runs many public scholarship schemes through HEC for study abroad; this announcement sits specifically within the corridor framework and is limited to QS Top 100 destinations in the United States, with the funding rules above.
