The Punjab government has opened applications for the new phase of the Honhaar Scholarship Program, which offers financial support to eligible students at selected universities and colleges. Online applications close on November 9, 2026. Announcing the new cycle, Chief Minister Maryam Nawaz said the programme has supported 160,000 students across 70 disciplines and urged students to make use of the current round.
Who can apply
The new phase covers two groups: students beginning their first semester or first year in Fall 2026, and students already studying at eligible institutions. Both groups must hold a Punjab domicile, meaning proof of residence in the province. There is no age limit or gender restriction, but each group has its own academic, income and enrolment rules.
New students must be enrolled in selected disciplines at participating public universities and colleges, public medical and dental colleges, HED (Higher Education Department) colleges, or partner federal and private institutions. First-year MBBS and BDS students admitted in 2026 are also eligible. Monthly family income must be less than Rs350,000 for public-sector institutions and less than Rs500,000 for partner federal and private institutions.
Continuing students, from their second semester or second year onward, must study in selected disciplines at eligible public-sector universities, public medical and dental colleges, or HED colleges. Their monthly family income must be below Rs350,000. Federal and private institutions are not covered for this group.
New applicants must also meet minimum FSc (Class 12) or intermediate marks. For public universities and colleges the minimum is 70% in sciences and 65% in arts. Public medical and dental colleges require 80% for MBBS and BDS, while federal and private universities require 70% in sciences and 65% in arts. HED colleges require 65% in sciences and 60% in arts and social sciences. Merit for new entrants is weighted 30% on matric (Class 10) results and 70% on intermediate results.
Continuing students must meet prescribed GPA (grade point average) or CGPA (cumulative grade point average) levels, or the annual exam equivalent. Public universities, colleges and HED colleges require 70% in sciences and 65% in arts. Public medical and dental colleges require 60% for MBBS and BDS.
Documents and how to apply
Applicants register on the official Honhaar Scholarship portal using their own valid CNIC (computerised national identity card) number, written without spaces or dashes. The portal asks for personal, educational and socio-economic details, along with mailing and permanent addresses. Using another person's CNIC can lead to disqualification. If the portal says a CNIC is already registered, applicants should sign in to the existing account instead of creating another one.
Applicants must upload a recent photograph with a clearly visible face, front and back images of the CNIC, matric or O-Level equivalence certificate, intermediate or A-Level equivalence certificate, a Punjab domicile certificate, and an income affidavit. The affidavit, a formal written declaration of income, must be on e-stamp paper, which is digital stamp paper. A sample affidavit can be downloaded from the portal.
Disciplines covered
The listed disciplines span technology, medicine, engineering, business, natural and agricultural sciences, humanities, languages and the arts. They include artificial intelligence and computer science, cyber security, data sciences, MBBS, BDS, pharmacy, nursing, civil and electrical technology, business analytics, law, psychology and fine arts. Students should confirm that both their institution and discipline appear on the participating lists, because meeting the marks and income requirements alone does not establish eligibility.
