Pakistan China education deals moved forward after the Prime Minister’s Youth Programme (PMYP) closed eleven institutional accords and fourteen training ventures with Chinese partners, a government press release said. Rana Mashhood Ahmad Khan, who chairs PMYP, was in China from 27 October to 3 November. At CACIE 2026 — the twenty-seventh edition of China’s yearly international education conference and trade fair — Pakistan recorded more fresh signatures than any other participating country, the release stated. Officials describe the package as a push for recognised credentials abroad, stronger technical courses, and clearer paths into work for young people.

Fields covered and who signed

The chairman either signed the papers or was present when they were completed. The links span mechatronics, clean power, mobile networks, nursing, up-to-date farming methods, online cross-border retail, and internationally recognised skills certificates.

PMYP itself is a direct party to three accords: with the China Global Professional and Technical Certification Center, Jilin Electronic Information Vocational and Technical College, and Peili Vocational College. The other eight pair Chinese vocational schools with the University of Lahore, Ghazi University, NUTECH in Karachi, Preston Institute of Management Science and Technology, and Punjab’s Technical Education and Vocational Training Authority (TEVTA), the province’s skills-college network.

Training bases, green power and ML-1 jobs

Fourteen headline schemes were also unveiled or formally noted. Among them are an International Nursing Talent Training Base; a Cross-Border E-Commerce Talent Training Base opened by Rana Mashhood; Pakistan Tiangong College; a Joint Teacher Training Centre; and fresh panels on industrial robotics and electronic information engineering.

After strategic talks with the PMYP chair, China Railway Group Secretary Han Hui flew to Pakistan the same day to begin on-site work on courses and hiring tied to the Main Line-I (ML-1) track upgrade — the large rail modernisation linked to corridor planning. Separately, Rana Mashhood helped launch the International Green Power Talent Development Base with the China Electricity Council, Thailand’s Office of the Vocational Education Commission (OVEC, that country’s vocational-education agency), and TANG International Education Group, to deepen clean-energy skills exchange.

Jilin Electronic Information Vocational and Technical College has already put ten Pakistani lecturers through training and will admit fifteen Pakistani learners to its Chinese-language programme from November. “Every student enrolled, and every teacher trained is a step towards a stronger, more skilled Pakistan,” Rana Mashhood said.

Diplomacy, awards and a Beijing secretariat

During the tour he spoke at the Belt and Road International Forum on Industry-Education Cooperation, stressing that vocational courses should match employer needs, that joint academic tracks should grow, that recognised certificates should expand, and that vocational teachers need stronger preparation. He also addressed an International Seminar on Green Energy Talent Exchange at the China Electricity Council and met Pakistan’s ambassador in Beijing, Ali Asad Gillani, plus senior embassy staff, on diplomatic support for the partnerships. In another session he conferred with Mrs Benjawan Pokpong, director of OVEC’s Bureau of Cooperation in Thailand, on wider Belt and Road education and training ties. Under the Embassy of Pakistan in Beijing he presented the China-Pakistan International Education Cooperation Awards for 2025-2026. To keep delivery on track, a PMYP China Secretariat has been set up at TANG International Education Group’s Beijing headquarters to coordinate the partners.
