What the government announced
Islamabad will move against retailers who still sit outside the Asaan Tax Scheme, Minister of State for Finance Bilal Azhar Kayani told the National Assembly Standing Committee on Finance. He said signup numbers stayed well below the level officials had hoped for, even though the state had agreed to every demand traders put on the table.
Kayani told lawmakers that authorities are beginning firm legal steps and monetary penalties aimed at shopkeepers who remain non-filers. The message was clear: voluntary compliance alone has not delivered the coverage the scheme needs.
What the NA panel pressed for
Committee chair Syed Naveed Qamar asked how the crackdown would actually work on the ground. Kayani replied that a full enforcement outline would reach the panel within a few days, rather than spelling out every tool in the same sitting.
Qamar recalled that planners had counted on roughly four-fifths of shopkeepers joining. He warned that if close to one-fifth stayed out, policymakers would effectively be starting over on retailer formalisation.
In the same session the panel put off the Companies (Amendment) Bill after it failed clearance. Qamar also voiced concern that the Export Facilitation Scheme was being abused. He noted that the Federal Board of Revenue (FBR) — Pakistan’s main tax authority — chair was absent from the briefing, which was why the bill was held back.
IMF pressure on revenue
Beyond the committee room, the International Monetary Fund (IMF) — the global lender guiding Pakistan’s programme — has pressed Islamabad to close a Rs96 billion shortfall in tax intake over the opening four months of the fiscal year and to hit an annual collection goal of Rs15,264 billion. The Fund has floated emergency tax steps if those goals keep slipping.
It also wants stronger general sales tax (GST) gathering by the federation and the provinces, tighter taxation of retail, wholesale and farm activity, and unused professionals and other pockets brought onto the rolls. Officials say fresh levies or spending cuts could follow if the gap grows. Staying inside the $7 billion IMF arrangement remains obligatory.
Aasan alfaaz mein
Asaan Tax Scheme mein jo dukaan-daar abhi register nahi hue, un par sarkar qanooni karwai aur jurmane shuru karne wali hai. Wazir Bilal Azhar Kayani ne National Assembly ke finance committee ko yeh baat batayi. Signup ummeed se kam raha, is liye ab voluntary registration ke sath sakhti bhi aane wali hai. Dukaan-daaron ko jaldi check karna chahiye ke un ka registration complete hai ya nahi, warna fine lag sakta hai.
