Pakistan Customs has opened a customs fraud case after officers at Karachi Port found a consignment worth about Rs277 million, destined for the Export Processing Zone (EPZ) in Risalpur, did not match what the importer had declared.
The Directorate General of Transit Trade, Karachi—the Customs wing that oversees goods moving through transit and related clearance—said the discrepancies emerged during a physical examination of cargo imported by M/s Blooming Buds Industries, an EPZ-registered unit in Risalpur. Customs puts the attempted evasion of duties and taxes at about Rs108 million.
What inspectors found at the port
On paper, the importer listed artificial flowers, machine parts and spray. When Customs opened and checked the shipment, officers instead found load cells (devices used to measure weight or force), perfumes and cosmetics—items that did not match the declared description at all.
Pakistan Customs described the gap as pointing to a deliberate attempt to sidestep customs laws through a false declaration. The assessed value of the goods in the case is about Rs277 million.
The Risalpur EPZ importer and its licence
Blooming Buds Industries is registered with EPZ Risalpur as a manufacturer-cum-exporter of artificial flowers and plants. It had filed transit paperwork—TP-GD No. KAPS-TP-53641, dated 26 September 2026—at Karachi for transshipment of the goods to the zone.
Customs said the items found on examination were inconsistent not only with the declaration but also with the materials approved under the company’s EPZ licence for its authorised manufacturing work. EPZs are industrial areas where units operate under specific rules on what they may import and produce for export.
Case registration and next steps
According to Directorate Media Pakistan Customs, a case is being registered and contravention proceedings are in progress. That means formal action under customs law is moving forward over the alleged misdeclaration and related duty and tax shortfall.
No further public detail has been given on penalties, court timelines or whether any of the goods reached the zone. What is confirmed so far is the port examination finding, the roughly Rs277 million valuation, the about Rs108 million in duties and taxes said to have been targeted for evasion, and the start of legal process.
