Pakistan's Finance Minister, Senator Muhammad Aurangzeb, held talks in Bangkok with Alibaba International Digital Commerce (AIDC) on speeding up the Pakistan Single Window e-commerce platform. The talks also looked at better tracking of cross-border payments and export earnings. The meeting took place on the margins of the World Bank Group and IMF Annual Meetings 2026, where the minister was attending a series of sessions.

Tax, data and digital payments

Aurangzeb also reviewed cooperation on cloud infrastructure, artificial intelligence (AI) and tax administration, with stress on integrated data systems, cybersecurity and the capacity of institutions. Digital payments, a cashless economy, and the delivery of social protection payments and targeted subsidies were also on the agenda. He thanked Alibaba for its backing of small and medium enterprises (SMEs), local brands and exporters that sell through Alibaba.com.

On e-commerce taxation, the minister asked for proposals on how to rationalize the rules. The stated aim is to balance fairness with bringing a wider group of people into the tax net. No specific tax change was described in the account of the meeting.

Debt, reserves and the IMF programme

Separately, Aurangzeb spoke at the Bank of America Small Talks Symposium and said Pakistan has renewed access to international markets. He said the government is working to replace expensive short-term borrowing with financing that runs for longer periods. He pointed to improving external indicators, stronger foreign exchange reserves and positive net international reserves, a measure defined by the International Monetary Fund (IMF).

He also reaffirmed Pakistan's commitment to completing its IMF programme and keeping policy steady after it ends. Pakistan is currently working under an IMF programme, a loan arrangement with conditions on economic reforms. The account gives no timeline for the Pakistan Single Window platform or any deal with Alibaba, so the next steps remain unclear.
