Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar will lead Pakistan’s delegation to the SCO meeting of the Council of Heads of Government in Dushanbe on 19–20 October 2026, the Foreign Office said. The trip follows an invitation from Tajikistan’s Prime Minister, Qohir Rasulzoda.
The Shanghai Cooperation Organization (SCO) is a regional grouping focused on security and economic cooperation among member states. Its Council of Heads of Government — often shortened to CHG — is the body’s second-highest decision-making forum.
Who is expected in Dushanbe
According to the Foreign Office, the prime ministers of Belarus, China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan will represent their countries. Iran’s vice president and India’s external affairs minister are also listed among the participants.
Pakistan’s presence at this Ishaq Dar–led SCO meeting underlines Islamabad’s interest in staying engaged with the grouping’s economic and connectivity agenda alongside those partners.
What the Council does
The Foreign Office said the Council provides guidance on the SCO’s work in economy, finance, trade, connectivity, commerce, socio-economic cooperation and the organisation’s budget. At this session it is also expected to adopt a joint communiqué, statements and other decisions.
Those outcomes are not yet public. Officials have described the agenda in general terms rather than listing specific agreements Pakistan expects to sign in Dushanbe.
Meetings on the sidelines
During the visit, Dar is due to call on the president and prime minister of Tajikistan. He will also hold bilateral meetings with counterparts from SCO member states around the Council session.
Such side talks are a regular feature of SCO gatherings and often cover trade, transit and other practical issues between individual countries, separate from the multilateral communiqué.
