What changed for pump prices
In the latest petrol price update in Pakistan today, the federal government has approved a revised pricing mechanism for Motor Spirit (MS) petrol so that financial gains from the new rules reach buyers at the pump. A Ministry of Energy (Petroleum Division) notification dated 30 October 2026 says the Federal Cabinet cleared the plan after a Petroleum Division summary, amid the Iran-US war’s effect on fuel costs.
Oil refineries have been told to pass on the benefit through matching cuts in retail petrol prices. The decision does not publish a single nationwide pump rate in the notification itself; instead it changes how daily prices are worked out so relief can flow through the existing pricing chain.
How the new import and ex-refinery rules work
Under the government petrol price revision, petrol import prices will be set from the actual import cost of the relevant Pakistan State Oil (PSO) cargo. If that cost is not available for daily calculations, officials will use the premiums, incidentals and customs duty from the last available cargo.
For the next 30 days, refineries may calculate their ex-refinery petrol prices using premiums, incidentals and customs duty at the levels that applied on 7 March 2026—before the war. The gap between the determined import price and the ex-refinery price must be surrendered by refineries under the Petroleum Levy account. That difference is then meant to appear as an equivalent reduction in retail petrol prices for consumers.
Who must comply, and how it will be checked
The revised mechanism covers major refineries, including Pak-Arab Refinery, Pakistan Refinery, Attock Refinery, National Refinery, Cnergyico Refinery and the ENAR Petroleum Refining Facility. Refineries must deposit the differential petroleum levy in line with price notifications from OGRA (the Oil and Gas Regulatory Authority).
They must also send daily reports of domestic petrol sales, with CPPA calculations, to the Petroleum Division and OGRA for verification and reconciliation. Those checks are intended to confirm that the petrol price update in Pakistan today translates into lower retail rates rather than staying on company books.
Timeline: what has happened so far
- 7 March 2026: Premiums, incidentals and customs duty levels from this pre-war date become the reference refineries may use for ex-refinery petrol prices for 30 days under the new rules.
- 30 October 2026: The Ministry of Energy (Petroleum Division) issues a notification stating that the Federal Cabinet has approved the revised Motor Spirit pricing mechanism.
- Next 30 days from the decision: Refineries may apply the 7 March 2026 cost components while surrendering the import–ex-refinery differential under the Petroleum Levy account and cutting retail prices by a matching amount.
Aasan alfaaz mein
Sarkar ne petrol ki qeemat nikalne ka tariqa badal diya hai taake faida logon tak pahunche. Ab import cost PSO ke cargo se juri hogi, aur kuch dinon ke liye purani (7 March 2026) rates use ho sakti hain. Refineries ko farq Petroleum Levy mein dena hai aur utni hi kami pump par karni hai. Exact pump rate is notification mein number ke tor par nahi likha, lekin maksad petrol sasta karna hai.
