Under the Prime Minister’s Apna Ghar Programme, 86,896 applications involving Rs511 billion in financing have been approved, while 15,584 loans worth about Rs91 billion have been disbursed, the Access to Finance (A2F) Steering Committee noted in Islamabad.
Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb chaired the committee’s sixth meeting at the Finance Division. The panel reviewed progress on expanding affordable lending across small and medium enterprises (SMEs), agriculture, exports, housing and flagship schemes including Apna Ghar, Zarkhez-e and the Pakistan Accelerated Vehicle Electrification (PAVE) Scheme.
Housing finance and Apna Ghar
On housing, outstanding financing has reached Rs455 billion and now serves 241,500 borrowers. The committee discussed ways to speed up disbursements and ease supply constraints, including credit for builders, developers and under-construction projects.
Senator Aurangzeb welcomed progress in housing finance overall and under Apna Ghar in particular. The gap between approved financing (Rs511 billion) and money already paid out (about Rs91 billion) underlines how many approved applicants are still waiting for funds to reach them.
SMEs, farms and electric vehicles
For SMEs, outstanding financing stood at Rs1.148 trillion as of 23 October 2026, including Rs538 billion for small enterprises. The committee reviewed a capacity-building roadmap from the Small and Medium Enterprises Development Authority (SMEDA)—the public body that helps smaller firms—covering financial literacy, documentation, accounting support and digital tools. SMEDA was urged to work more closely with lenders and regulators.
Agriculture credit outstanding reached Rs1.329 trillion, with roughly 3.5 million borrowers. Under the Prime Minister’s Zarkhez-e: Asaan Zarai Qarza Scheme, 20,176 loan applications amounting to Rs8.674 billion had been approved, and 6,132 collateral-free loans worth about Rs2.34 billion had been disbursed to smallholder farmers. Officials also discussed livestock and dairy financing and wider private-sector roles in farm value chains.
PAVE aims to make electric two- and three-wheelers more affordable. Under the scheme, 21,918 applications involving about Rs3.06 billion in financing had been approved. Some 5,506 loans worth Rs1.093 billion had been disbursed, and 3,263 electric vehicles had been delivered to customers.
Digital lending and what officials want next
The committee reviewed digital pilots for SME credit scoring and exporter financing. The finance minister stressed secure, consent-based data sharing, confidentiality safeguards and quicker fixes to data-linkage problems so cash-flow-based lending can spread. Legal and regulatory steps to improve recoveries, manage lending risks and reach underserved borrowers were also discussed.
While noting housing gains, Senator Aurangzeb called on banks and implementing agencies to step up SME and agriculture financing, with stronger execution, faster disbursements, effective risk-sharing and timely reforms so businesses, farmers and underserved households see real benefits.
