South Korea is rewriting how foreign student visas work, putting Korean language ability at the centre of entry, campus jobs and post-graduation stays. On 7 October 2026 the Ministry of Justice set out decisions from a council formed in April to manage a larger international cohort—up to 400,000 learners—after overseas enrolments already reached 314,000 in February 2026.
Acting Justice Minister Jinsoo Lee chairs that body. Officials say the early arrival of the old 300,000-student goal, met in mid-2025, makes clearer rules necessary so newcomers can cope academically and the public keeps backing more inbound students.
How the new visa rules work
Under the framework, most applicants will not have to show financial means for a study visa if they hold Level 4 on the Test of Proficiency in Korean (TOPIK)—a national Korean exam—or Level 4 on the Social Integration Program (KIIP), a government course that also grades language and civic knowledge. People judged likelier to overstay or treat work as the main goal will still use the Study Expense Security Deposit System, locking away money meant for living costs.
Campus employment will also track language: at least TOPIK Level 3, together with academic results. Graduates who want more time in the country will face language checks too, with permitted stays of one to three years tied to Korean skill and how ready they are for a job.
Alumni routes and skilled work
Planners also sketched a Korean Study Alumni Visitor Visa so former students in science, engineering, manufacturing and specialised technical fields can keep links with the country. Those alumni would move up the queue for the Skilled Worker (E-7) permit when they meet the language bar.
What could slow English-track applicants
The stricter bar cuts both ways. TOPIK Level 4 often takes at least two years of hard study. Better Korean can help foreigners pass courses and settle socially, yet the shift may put off people drawn mainly to English-taught degrees and pop culture—a big reason recent enrolment rose. English programmes now run in more than 1,000 departments at over 70 universities.

Aasan alfaaz mein
South Korea ab foreign students ke liye Korean zuban zaroori bana raha hai. Agar TOPIK ya KIIP Level 4 ho to aksar cases mein paise ki proof kam chahiye. Part-time job ke liye kam az kam Level 3 chahiye. Jo Pakistani students Korea soch rahe hain, unhein language course pehle se shuru karna padega.
