What the chancellor decided

Kamalia University appointments cancelled in 2023 remain cancelled after Punjab Governor Sardar Saleem Haider Khan, who also serves as the University of Kamalia’s chancellor, rejected a revision plea from the affected staff. His Oct 14 order backed the syndicate’s move to void 77 non-teaching posts in grades BPS-1 through 16, citing flaws in how the posts were created, funded and filled.

The hires grew out of an advertisement dated 4 December 2022 under interim vice chancellor Prof Dr Iqrar Ahmad Khan, who now chairs the Punjab Higher Education Commission. The university later argued that formal sanction and budget cover for the roles were missing, and that finance scrutiny required before hiring never took place.

Why the syndicate struck the process

On 4 July 2023 the syndicate cancelled the entire drive from the start. Members noted that posts had not been properly established or budgeted, and that the Finance and Planning Committee had not finished the checks expected for such recruitment. They also recorded that joiners failed to finish joining steps within the 15-day window; medical checks took place on 8 and 9 May 2023 after that window had closed.

An Election Commission freeze on hiring began on 22 January 2023. Selection interviews ran in April, and offer letters were dated 13 April—the same day the campus asked for relief from the freeze. Commission concurrence arrived only on 8 May 2023, according to the record before the chancellor.

Court path and both sides’ arguments

Staff who lost the offers took the syndicate’s decision to the Lahore High Court. On 19 November 2025 those petitions were disposed of with directions to use the statutory route before the chancellor instead.

Before the governor, the petitioners said they had cleared written tests and interviews, finished formalities, and in some cases left earlier jobs after receiving letters. They argued the interim vice chancellor had power to appoint and that approved budgets covered the posts. Registrar Dr Muhammad Raees Ashraf opposed restoration, saying an offer letter alone does not create a right to join when joining steps were late. He also warned that the wage bill would have topped Rs100 million while campus revenue that year was about Rs70 million.

After hearing both sides and reviewing the file, the chancellor dismissed the revision plea. Requests to reinstate the posts and allow duty were refused. Vice Chancellor Prof Dr Yasir Nawab later confirmed the outcome and said the administration will implement it.
