The department has also barred the issuance of appointment letters, the joining of selected candidates and new postings. Candidates who have already been chosen therefore cannot take up their posts until the order is lifted.

The notification states that officers responsible for any violation of the directives will be held responsible. The order therefore applies directly to the staff who run hiring in each affected office.
