Tax body extends live factory watch to tyres

Pakistan’s Federal Board of Revenue (FBR), the federal tax collector, has told licensed tyre producers to put digital counters on factory lines by 30 November so every finished tyre is logged and sent to tax offices in real time. The instruction went out on Friday as Sales Tax General Order 32 of 2026 and folds tyre making into the same electronic watch already used in several other industries.

Officials frame the step as part of a wider drive against unpaid sales tax. They put the unpaid amount at about Rs3.7 trillion. Sectors already under similar live monitoring include packaged tea, home electronics, paper and board, edible oil and ghee, leather, textile spinning, tiles, packaged milk, juices, bottled water and fizzy drinks.

What plants must install

Producers have to place approved hardware and software at each curing press and at every takeaway conveyor or finishing line. The gear is meant to tally cured tyres one by one, separate genuine output from dry runs, upkeep and warm-up cycles, flag uncured stock, and sort finished goods against approved stock-keeping unit (SKU) details such as diameter, width, tread pattern and weight.

The FBR has named ISSM Labelling Solutions (Pvt) Ltd as the firm allowed to supply the kit. That vendor must capture production events as they happen and push them securely into the tax body’s central control room. Devices are also expected to alert officials to sudden stoppages, breakdowns, tampering, outages and efforts to dodge the sensors.

Audit trails, production summaries and analytical files will back sales-tax checks and reconciliation. Plants cannot take tyres off the premises until the prescribed electronic logging is complete. Each manufacturer must supply IT links, connectivity and electricity, give staff access to the gear, and meet the related charges.

First nine firms, then the rest

An opening batch of nine registered producers has been listed: Ghandhara Tyre and Rubber Company Ltd, Service Long March Tyres Ltd, Service Tyres (Private) Ltd, Panther Tyres Ltd, Diamond Tyres Ltd, Service Industries Ltd, Ghauri Tyre and Tube (Pvt) Ltd, Crown Tyres Ltd and United Rubber (Pvt) Ltd.

Tax officials stress that the roster is only a starting point. Every other registered tyre producer must meet the same rules. Inland Revenue chief commissioners are to name dedicated contact officers to work with factories, the approved vendor and headquarters so installation stays on schedule. Field units must also find any producers left off the first list, bring them in, and send progress updates upward, the order says.

Aasan alfaaz mein

FBR ne tyre factories ko kaha hai ke November ke akhir tak lineon par electronic counters lagao. Har bani hui tyre ka record tax office tak turant jana chahiye. Pehle nau bari companies shamil hain, lekin baqi registered factories ko bhi yeh karna hoga. Baghair is record ke tyre factory se bahar nahi ja saktin.
