Chinese minister Liu Haixing, who heads the International Department of the Communist Party of China Central Committee (IDCPC — the party body that manages foreign political contacts), arrived in Islamabad on Sunday for a three-day official visit.
He came at the invitation of Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar. The Foreign Office said this is his first official visit to Pakistan. On arrival he was received by Senator Anusha Rahman Khan and Dr Mohammad Faisal, Additional Secretary for Asia Pacific at the Ministry of Foreign Affairs.
Meetings planned in Islamabad
During the stay, Liu Haixing is expected to call on Pakistan’s leadership. On 2 November 2026 he will also co-chair a high-level event in Islamabad with the Deputy Prime Minister and Foreign Minister.
Officials have not publicly listed a full schedule of bilateral meetings beyond those broad plans. The focus, as framed by the Foreign Office, is political engagement between the two sides rather than a single announced deal or announcement.
Why the visit matters for ties
The Foreign Office said the trip forms part of ongoing high-level and party-to-party exchanges between Pakistan and China. It linked the visit to the countries’ longstanding friendship and their All-Weather Strategic Cooperative Partnership — the label both governments use for their close strategic relationship.
Party-to-party contact sits alongside government diplomacy: the IDCPC role is political outreach, while Ishaq Dar’s office leads Pakistan’s foreign policy side of the engagement.
