Dual nationality of Pakistani bureaucrats: 90-day deadline set

New rules require the dual nationality of Pakistani bureaucrats to be declared, and a false declaration will count as misconduct under service discipline rules.

The federal government has told ministries and divisions to collect details on the dual nationality of Pakistani bureaucrats, including foreign citizenship, foreign travel documents and marriages to foreign nationals. The request rests on the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, and was set out in an office memorandum dated October 21, 2026.

What officers must declare

All civil servants must file a declaration within 90 days of the rules being published in the Gazette, the official publication in which Pakistan's government notifies its rules. The form asks about the nationality status of the officer and any dependents, any travel document issued by another country, and any marriage to a foreign national. Because the 90-day window only opens once the rules are notified, the exact deadline depends on that date.

Penalties for a false or missing declaration

Under Rule 3(4), failing to submit the declaration, or submitting a false one, is treated as misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020. Those service rules govern how disciplinary matters involving civil servants are handled. An officer who withholds foreign ties or gives inaccurate details can therefore be proceeded against under those rules.

Information sought from ministries

The Establishment Division, which handles personnel matters for federal civil servants, has asked every ministry and division to send a combined list of officers under its administrative control. For each officer, the list should show the name, designation and basic pay scale, whether the declaration has been filed, and the foreign nationality or travel document status of the officer and dependents. Four groups are left out of the request: Pakistan Administrative Service (PAS) officers, Police Service of Pakistan (PSP) officers, Secretariat Group (SG) staff and Office Management Group (OMG) staff.
