The new Pakistan defence deal is a memorandum of understanding (MoU) on defence industry cooperation that Pakistan, Türkiye, Qatar and Indonesia are expected to sign on Wednesday, October 21. An MoU is a written document in which governments record their intent to work together on a subject. It is not, on its own, a military alliance. No confirmation of the signing had been reported at the time of writing.

What the memorandum covers

Within the Pakistan defence deal, the four countries would cooperate on their defence industries. Citing officials, a Turkish news agency reported that Türkiye's Defence Minister Yaşar Güler was due to travel to Qatar for the occasion, departing on Tuesday afternoon. Beyond this general aim, the scope of the pact has not been made public, so it is unclear which projects or joint production would be covered.

Türkiye and Qatar have already signed a defence industry memorandum. According to the Amiri Diwan, the office of Qatar's Emir, that document was concluded on October 22, 2025, in Doha, between Qatar's Ministry of Defence and Türkiye's defence industry agency. The ceremony was attended by Qatar's Emir, Sheikh Tamim bin Hamad Al Thani, and Turkish President Recep Tayyip Erdogan.

The detailed terms, specific projects and financial value of the four-country memorandum have not been disclosed. Pakistan's specific role has also not been detailed. Until an official text or statement is released, the practical scope of the signing cannot be confirmed.

Qatar's defence plans and the regional backdrop

The signing comes as Qatar prepares to expand its domestic defence production. Sheikh Saud bin Abdulrahman Al Thani, Qatar's Deputy Prime Minister and Minister of State for Defence Affairs, told the Global Security Forum in Doha on Monday, October 19, that a defence production centre would soon be announced. He said Qatar was working with a regional partner as well as the United States, the United Kingdom and France, and was assessing local production and investment in defence companies.

He also said Qatar would pursue new partnerships to strengthen defences against ballistic missiles, drones and cyberattacks, without giving details. He made clear that these announcements were not the final terms of the four-country memorandum. Qatar's Government Communications Office said the three-day forum opened on October 19 and is attended by senior officials and personalities from more than 100 countries.

The wider setting includes a US-Israeli war on Iran. Reports say Qatar shut much of its Ras Laffan liquefied natural gas (LNG) complex shortly after hostilities began, and that restrictions on shipping through the Strait of Hormuz disrupted trade. Some analysts posting on X have suggested the deal could outclass the current US-Israel military partnership, but that view is not supported by any published details of the deal.
