The Finance Ministry and the International Monetary Fund have opened a two-day workshop in Islamabad to discuss reforms meant to simplify Pakistan's tax system and widen the tax base. The Pakistan IMF talks run on October 20-21, 2026, and aim to make taxes more efficient, predictable and supportive of investment. The Finance Division said the event is designed to support economic growth as well as revenue.

Who is taking part and what the workshop covers

The workshop is titled 'Reforms for a Modern and Growth-Friendly Tax System in Pakistan'. It brings together senior government officials, representatives of the IMF and the World Bank, international tax experts, academics and private-sector leaders. The IMF is the International Monetary Fund, a global lender that also gives economic policy advice to its member countries.

Finance Minister Muhammad Aurangzeb delivered the opening remarks, alongside Jihad Azour, director of the IMF's Middle East and Central Asia Department, and Rodrigo Valdés, director of the IMF's Fiscal Affairs Department, according to the Finance Division. The programme has six sessions, covering taxation and growth, modernisation of the tax system, a unified sales tax, a simpler income tax, tax administration and digitalisation, and fiscal federalism, which concerns how tax revenue is shared between the federal government and the provinces.

Sales tax, income tax and tax administration

Discussions on a unified sales tax will examine how the federal government and the provinces can coordinate better. Participants will also consider whether a simpler and more neutral income tax could support investment and business expansion. A unified sales tax would be one regime applied across federal and provincial governments, rather than separate arrangements at each level.

Tax administration, meaning how tax departments collect and check taxes, is another main focus. The Finance Division said the discussions aim to improve revenue collection while making the system more transparent and predictable for taxpayers. Digitalisation and compliance are part of that agenda, along with building trust between taxpayers and the authorities.

What happens next

The two-day event will end with a high-level panel meant to consolidate recommendations, identify priority actions and set up a framework for continued engagement among stakeholders. The government has said it is committed to a broader and fairer tax system that can raise revenue, encourage investment and improve productivity. Because the workshop is built around recommendations and priorities, its outcomes are proposals for consideration rather than final tax decisions.
