The Punjab government has suspended the Punjab Model Village project, a development scheme for villages across the province, after allegations of corruption and fraud came to light. Chief Minister Maryam Nawaz Sharif ordered the halt and asked the Anti-Corruption Establishment Punjab to examine the case. The scheme was estimated to cost Rs40 billion, and the government has said it will not continue in its current form.

What the scheme was meant to do

The project was planned to carry out development work in 800 villages across Punjab, at an estimated cost of Rs40 billion. Under the first phase, 400 villages were selected, and more than Rs4 billion was reportedly released for work in them. Tenders were invited for several schemes in villages of the Sargodha division, where work had begun.

The phased design meant that money was moving to local contractors before the full programme was complete. That structure is one reason the allegations have drawn close attention, since the sums involved are large and the work is spread across many districts.

The allegations and the Sargodha figures

The allegations centre on influential officials who, according to the claims, worked with political figures to register fake companies through partnerships. These firms were allegedly helped to win contracts through manipulation rather than merit. Contractors were reportedly paid Rs3.5 billion for development work in the Sargodha division.

According to the reported findings, more than 65 percent of the work planned under the Punjab Model Village project in Sargodha had not been carried out at the sites, even though payments had been made. The inquiry has only just been ordered, so these claims remain unproven.

Government response and next steps

Maryam Nawaz ordered an investigation into the alleged creation of fake companies and the wider corruption in the project. Local Government Minister Zeeshan Rafiq said the chief minister had directed the Anti-Corruption Establishment to look into the matter, and that the project had been discontinued. He added that it would be replaced by a new initiative, but did not give further details of that initiative.

The next steps are the anti-corruption inquiry into fake firms, contract awards and payments, and the new initiative that will take the place of the project. Residents of the villages named in the scheme will want to know how their development plans will now be handled.
